It is made from pure silk Banarasi fabric in a white and gold leheriya pattern, woven with meenakari work.

Yes. This is a ready-made blouse that comes padded, lined and with sleeves.
What size is the blouse, and can it be altered?
It is made in a stitched bust size 38, and the alteration allowance can be let out up to about bust 42. Final fit depends on tailoring and individual measurements.
